A Place of Assembly Certificate of Operation (PACO) is a permit required

by the New York City Department of Buildings

for spaces where large groups of people gather for activities

such as religious,

recreational,

educational,

political, or

social events, or

to consume food or drink.

The certificate is required when 75 or more people

gather indoors or

on roofs or roof terraces,

or when 200 or more people gather outdoors.

Assembly spaces include

restaurants,

museums,

theaters,

auditoriums,

churches,

and sports arenas.
